$925,000 deficit in the fire budget. Township
officials opted to attempt to offset the deficit
withpersonnel and service reductions.
In a petition drive in 2011, the Citizens
Action Group of Plymouth Township collect-
ed more than 4,000 signatures from resident
landowners, but failed to convince the town-
ship officials to create a special assessment
district, or SAD, to raise funds to support the
full-time professional fire department.
Subsequently, the citizens' group filed suit in
Wayne County Circuit Court against
PlymouthTownship.
The group has argued that the failure of
township officials to put the question on the
ballot is a violationMichigan law and that the
board members have unlawfully denied the
public the right to vote on the issue. They also
cited the personal animus on the part of some
of themembers of the township board toward
the firefighters' union. In their petition, the
group stated that the township board mem-
bers had failed in their clear legal duty under
state law. The suit, filed by Plymouth attorney
Lisa Stempien, alleged the township officials
violated, “The rights of the Electorate of
Plymouth Township for failure to honor peti-
tions submitted by citizens seeking a vote on a
dedicated 1-mill assessment to fund the fire
department.”
The appeals court judges did not agree
with their arguments and ruled that the town-
ship operated within legal parameters when
increasing the millage, citing Michigan
CompiledLaws 41.801.
The millage question failed at the polls
Feb. 28 and the township subsequently laid
off all but 11 firefighter paramedics and now
uses on-call firefighters who can live as far as
15 miles outside the township. The township
also closed the Lake Point Fire Station and
rotates three of the on-call firefighters
between the two stations. Medical transport
and some emergency response in the commu-
nity of 28,000 residents is now provided by
AnnArbor-basedHuronValleyAmbulance.
Honsowetz, “Canton has a purchase agree-
ment with Gerdom Realty and Investment
with the agreed-upon purchase price of
$410,000. As of right now we don't know for
certain what their plans are for the proper-
ty, but talks have indicated that future plans
will help spur development along the
MichiganAvenue corridor.”
Canton Leisure Services has long been
committed to offering a variety of youth
programming and will begin considering a
variety of options that will ensure the con-
tinuation of teen services in the Canton
community, she said.
“At this point, we plan to take time to re-
examine the needs of our teens to deter-
mine the most efficient ways possible to
meet those needs,” saidBilbrey-Honsowetz.
“Canton Leisure Services is committed to
continuing to offer youth programming and
will begin the process of determining what
the next chapter will be for our teen servic-
es. We are proud of the teen programs that
The B.L.O.C.K. has provided over the years
and we look forward to continuing to sup-
port engaging and dynamic programs for

retreating before he unholstered his weapon
and shot theman once in the chest.
White said the officer's audible com-
mands to the man to drop the weapon are
very clear on the video tape from the patrol
car. The actual shooting, however, is not visi-
ble on the tape as it occurred when the man
stepped out of camera range.
The man was subsequently pronounced
dead at 1:30 a.m. Oct. 15 at Botsford Hospital
where he had been transported by ambu-
lance.
White said the officer was not equipped
with a Taser, which delivers a temporarily
disabling electric shock.
There were no reported injuries to the
officer during the altercation.
Neither White or Plymouth Police Chief
Al Cox returned calls seeking more informa-
tion regarding the incident.
