              District Court in Westland has
            
            
              ordered a competency examination
            
            
              for the man charged with holding a
            
            
              Westland City Hall employee
            
            
              hostage and threatening to detonate
            
            
              a bomb in the building.
            
            
              At the preliminary court exami-
            
            
              nation for Sean William Quigley, 37,
            
            
              scheduled for May 23, Cicirelli
            
            
              granted the request of Quigley's
            
            
              attorney William Winters who told
            
            
              the court he was unsure of Quigley's
            
            
              ability to assist with his own
            
            
              defense. Quigley was described as a
            
            
              homeless person but had been stay-
            
            
              ing in the Westland area. He has
            
            
              been held, without bond, in the
            
            
              Westland police lockup since the
            
            
              May 13 incident.
            
            
              At about noon that day, police
            
            
              allege Quigley went to Westland City
            
            
              Hall asking to see Mayor William
            
            
              Wild. Wild, and many other city offi-
            
            
              cials were not in the building as they
            
            
              were attending the funeral of Brian
            
            
              Woehlke, a firefighter who died in
            
            
              the line of dutyMay 8.
            
            
              Police said that Quigley told them
            
            
              he thought an acquaintance was in
            
            
              danger and he wantedWild's help in
            
            
              the situation. When told Wild was
            
            
              not available, he took a city employ-
            
            
              ee hostage and threatened to blow
            
            
              up the building with 6 pounds of
            
            
              explosives he claimed to have.
            
            
              Witnesses said he did appear to
            
            
              have an item that looked like some
            
            
              kind of detonator, but no explosives
            
            
              or detonation device was found
            
            
              when he was arrested following the
            
            
              incident.
            
            
              The employee he was holding
            
            
              managed to escape out a back door
            
            
              and the 25 people in City Hall were
            
            
              safely evacuated while police nego-
            
            
              tiators talked with Quigley. Ford
            
            
              Road and other side streets were
            
            
              blocked to traffic for hours while the
            
            
              incident was ongoing and during the
            
            
              subsequent investigation. The
            
            
              MichiganStatePolice, a bomb squad
            
            
              and the FBI responded along with
            
            
              Westlandpolice.
            
            
              Quigley was arrested at the scene
            
            
              and taken into custody.
            
            
              He is charged with terrorism and
            
            
              kidnapping, felonies which carry a
            
            
              sentence of up to life in prison, mak-
            
            
              ing a false report or threat of terror-
            
            
              ism and making a false report or
            
            
              threat of a bomb/harmful device,
            
            
              both of which are four year felonies.
            
            
              A not guilty plea was entered for
            
            
              Quigley who will now undergo the
            
            
              competency hearing. Cicirelli
            
            
              rescheduled the preliminary hear-
            
            
              ing for Aug. 8, subject to the compe-
            
            
              tency examination being completed
            
            
              by that date.
            
            
              Members of the Wayne City
            
            
              Council adopted a balanced $16.8
            
            
              million budget by a 5-2 vote last
            
            
              week.
            
            
              Councilmen William Hawley
            
            
              and John Rhaesa cast the no votes
            
            
              on the budget, which contains cuts
            
            
              to nearly every department and
            
            
              city operation due to what officials
            
            
              have said is declining tax revenue
            
            
              in the city.
            
            
              Officials said revenue in the city
            
            
              has declined from $22.8 million to
            
            
              $16.8 million during the past six
            
            
              years. The reduction is due prima-
            
            
              rily to the drop in property values
            
            
              which are predicted to drop anoth-
            
            
              er 5 percent this year. Officials said
            
            
              that a 1-mill levy previously gener-
            
            
              ated about $630,000 in property tax
            
            
              revenue. That amount had
            
            
              decreased to $380,000 last year.
            
            
              Mayor Al Haidous was critical of
            
            
              some of the conditions in the budg-
            
            
              et, but did cast a vote in favor of the
            
            
              motion to accept it. He said that the
            
            
              budget was open to too many
            
            
              amendments and too much
            
            
              depended on unknown factors
            
            
              such as state shared revenue and
            
            
              any other revenue enhancements.
            
            
              “My plan is to save city services
            
            
              and move the city forward. We
            
            
              won't turn off the lights,” Haidous
            
            
              said.
