A regular meeting of the Board of Trustees of the Charter Township of Canton was held Tuesday, November 22, 2011 at 1150 Canton
Center S., Canton, Michigan. Supervisor LaJoy called the meeting to order at 7:04 p.m. and led the Pledge of Allegiance to the Flag.

Williams to approve the Voter Precinct #8 change of location from Resurrection Church to Salem High School, as a permanent voter
precinct location change beginning with the election scheduled for February 28, 2012. Motion carried unanimously.
Item 3. ESTABLISH
2012 MEETING DATES FOR THE COMMISSION FOR CULTURE, ARTS & HERITAGE. (CLS)
Motion by Bennett, supported
by Williams to establish the 2012 Canton Commission for Culture, Arts & Heritage meeting schedule at 7:00 p.m. in the Lower Level
Meeting Room E of the Administration Building, 1150 S. Canton Center Road, quarterly on the second Monday of the established months.
There will be a deviation from the second Monday meeting document due to a holiday on November 12, 2012. Meeting Dates: February
13, 2012, May 14, 2012, August 13, 2012, and November 19, 2012. Motion carried unanimously.
Item 4. SET PUBLIC HEARING
DATE FOR CANTON LEISURE SERVICES MASTER PLAN. (CLS)
Motion by Bennett, supported by Williams to set the public
hearing date for December 13, 2011, to consider approval of the Canton Leisure Services Five Year Master Plan. Motion carried unani-
mously.
Item 5. AMEND ONE HOUSING REHABILITATION CONTRACT. (FBD)
Motion by Bennett, supported by Williams to
rescind the contract award from J. Wayne Enterprises in the amount of $10,395.00 and award the contract for a housing rehabilitation at
42679 Colling to the lowest bidder, Miller Building Co., in the amount of $6,952.00 plus a 10 percent contingency of $695.20 for a pur-
chase order total of $7,647.20. Motion carried unanimously.
Item 6. CONSIDER ACCEPTANCE OF SOUTHEAST MICHIGAN
UASI INTEROPERABILITY EMERGENCY COMMUNICATIONS GRANTS (IECGP). (PSD)
Motion by Bennett, supported by
Williams to accept the 2009 and 2010 IECGP grants, allowing Oakland County to proceed with the purchase of radio equipment request-
ed by Canton under the grant agreement. Funds to cover Canton’s 25% match are budgeted in E-911 Capital Outlay Computers &
Equipment #261-346-50.970.0010, for 2011 & 2012. Motion carried unanimously.
Item 7. REVISED RESOLUTION APPROVING
REQUEST FROM GIL-MAR MANUFACTURING TO AMEND INDUSTRIAL FACILITIES EXEMPTION CERTIFICATE
NO. 2010-344. (SUPERVISOR)
Motion by Bennett, supported by McLaughlin to adopt the resolution approving the request from Gil-
Mar Manufacturing to Amend Industrial Facilities Exemption Certificate No. 2010-344. Motion carried unanimously.
Item 8. REVISED
RESOLUTION APPROVING REQUEST FROM GREENFIELD DIE AND MANUFACTURING TO EXTEND THE INDUS-
TRIAL FACILITIES EXEMPTION CERTIFICATE NO. 2006-404. (SUPERVISOR)
Motion by Bennett, supported by McLaughlin
to adopt the resolution approving the request from Greenfield Die and Manufacturing to extend the Industrial Facilities Exemption
Certificate No. 2006-404. Motion carried unanimously.
Item 9. REAPPOINTMENT OF PLANNING COMMISSION MEMBERS.

Motion by Bennett, supported by Williams to reappoint Damon Garrett, Sue Dodson, and Brad Cambridge to the Canton
Township Planning Commission for another three-year term to expire on 12/31/2014. Motion carried unanimously.

Motion by Bennett, supported by Williams that the Canton Board of
Trustees appoint Mr. Richard Keenan to the vacancy on the Merit Commission for a term that will expire on November 22, 2017. Motion

Chapter 70 Traffic and Vehicles is hereby amended to include:
Section 70-5 - Parking prohibitions on residential streets
This section
provides for the definition of large commercial vehicles, prohibition of parking of large commercial vehicle on any residential street or
near any church, school or alley in the township except when picking up or discharging passengers or when temporarily parked pursuant
to the performance of work or service at a particular location. This section does not apply to emergency response vehicles
,
pickup trucks
and vans unless defined above as a large commercial vehicle, pickup trucks and vans utilized as family vehicles
,
and those vehicles which
bear no commercial or business venture.
SECTION 2. SEVERABILITY
This section provides that any unenforceable section can be sev-
ered from the rest of the Ordinance.
SECTION 3. REPEAL OF INCONSISTENT ORDINANCES
This section provides that all
Ordinance or parts of Ordinances in conflict herewith are hereby repealed only to the extent necessary to give this Ordinance full force and
effect.
SECTION 4. SAVINGS CLAUSE
This section provides that all rights and duties which have mattered, penalties which have been
incurred, proceedings which have begun and prosecution for violations of law occurring before the effective date of this Ordinance are not
affected or abated by this Ordinance.
SECTION 5. PUBLICATION
The Clerk for the Charter Township of Canton shall cause this
Ordinance to be published in the manner required by law.
SECTION 6. EFFECTIVE DATE
This Ordinance shall take full force and

provide an actuarial valuation of the retiree health care benefits for the fee of $16,800 and to authorize the Finance Director to sign the
Acceptance of Letter of Engagement. I further move to approve the following budget adjustment. Increase Revenues: Professional and

This section is amended,
adopting Act 451 of 1994 Part 89, Littering, MCL 324.8904. The change will clarify that the driver of the vehicle has a rebuttable pre-
sumption of responsibility for littering from a motor vehicle rather than the owner.
SECTION 2. SEVERABILITY
This section provides
that any unenforceable section can be severed from the rest of the Ordinance.

NOTICE TO THE TAXPAYERS AND PROPERTY
OWNERS OF CITY OF WAYNE
A special meeting of the December Board of Review will be held on Tuesday, December
13, 2011, at 9:00 a.m. in City Hall, 3355 S. Wayne Road, Wayne, Michigan, to correct a
qualified error. An owner of property that is a "Principal Residence" on May 1 may
appeal to the December Board of Review in the year for which an exemption was claimed
or in the immediate succeeding 3 years if the exemption was not on the tax roll. This
means that an owner could appeal a 2008, 2009, 2010 and 2011 Principal Residence
Exemption to the 2011 December Board of Review if the Principal Residence Exemption
was not on the tax roll for those years. The December Board of Review may hear appeals
for poverty exemptions for the current year, but not poverty exemptions denied by the
March or July Board of Review.

is disproportionately dependent on state
shared revenue. It is about 10-15 percent of
our budget,” Hampton said. “When the state
just arbitrarily cut it, it had a severe impact
onus.”

to reduce spending in other departments
and on other expenses in an effort to try to
bring the officers back on the job.
“Our question is, what other ways can we
cut?” he said.
The layoffs came the same day Police
Chief Gregory Gaskin announced his
impending retirement. He will reportedly
leave the department Jan. 3, 2012. He has
served as police chief for eight years.
The layoffs will reduce the number of
officers from 59 to 47 and forced a reorgani-
zation of the department. Layoffs included
two records clerks and the animal control
officer.
A number of officers have been reduced
to lower ranks and some will even be
returned to patrol jobs, Hampton said.
“The unions are not happy, but I under-
stand that. It is there job to protect their
members, but these things are happening
across the state. These are bad times,” he
said.
Reportedly, the records department will
now only be open from 9 a.m. until 5 p.m. on
Tuesdays as a result of the layoffs.
The official audit of the city finances per-
formed by Plante Moran indicated a grow-
ing deficit in December of last year. The
independent auditors stated at that time
that the decrease in assets was due “mostly
to taxes and state shared revenue decreas-
es.”
“I've been on the council for 12 years and
this is one of the hardest things, one of the
most difficult choices, I've ever had to
make,”Hendricks said.

his ruling, the judge said he had no way of
determining the accuracy of the petitions or
the land masses in question. To force a mill-
age question, 10 percent of affected
landowners must sign a petition asking for a
vote.
The dispute began about a year ago when
the City of Plymouth notified the township
that it would be withdrawing from the joint
fire services agreement that had been in
place. In a move characterized as “cost-cut-
ting” the City of Plymouth fire services will
be providedbyNorthville.
The city move left a $925,000 deficit in the
fire budget. Township officials opted to
attempt to offset the deficit with personnel
and service reductions and other cost-cut-
ting efforts. The township is currently in
negations with the firefighters union regard-
ing wages and working conditions. The
union has offered concessions, officials said,
and a plan to help reduce or eliminate the
deficit which the township has to date reject-
ed.
Earlier this year, the township unsuccess-
fully negotiated a takeover of all fire depart-
ment services with both Livonia and Canton
Township, which would have eliminated all
local township fire department personnel,
including firefighters, paramedics and other
employees. Those talks eventually failed.
Earlier this year, township officials also
refused an $880,000 two-year grant federal
grant for public safety due to requirements
officials were not willing to meet regarding
firefighters' hours.
Stempien said the citizens' group has only
20 days to complete the requirements for
putting the question on theFeb. 28 ballot, but
would continue their efforts.
