NOTICE IS HEREBY GIVEN THAT AN ELECTION WILL BE HELD IN THE CITY OF ROMULUS ON
TUESDAY, NOVEMBER 5, 2013.
THE LAST DAY TO REGISTER FOR THE ELECTION IS MON-
DAY, OCTOBER 7, 2013 BY 4:00 p.m.
Voters may register by mail using a mail-in voter registration form or in person at a Secretary of State Branch
Office, Wayne County or the City of Romulus Clerk’s office.
Persons residing in the City of Romulus registering after the deadline will not be eligible to vote at the election.

that the following offices will appear on the ballot:
City Mayor, City Clerk, City
Treasurer, Seven (7) City Council Members – all offices are full terms of four (4) years ending 2017.
THE FURTHER PURPOSE
of the election is to vote on the following City Charter Amendment Proposals as
presented and listed below:

PROPOSAL 1
ROMULUS CITY CHARTER AMENDMENT
SECTION 13.1 LIMITATIONS
Section 13.1 currently permits both City contracts for public works and the use of City employees for such
projects, provided that sealed proposals are sought for a public improvement over $5,000 undertaken by City
employees.
The proposed amendment deletes the $5,000 ceiling for projects of public works and public improvements
undertaken internally without sealed proposals being sought, and in its place, specifies that the ceiling shall be
set by a purchasing ordinance adopted by a 2/3 majority of the City Council elect.

PROPOSAL 2:
ROMULUS CITY CHARTER AMENDMENT
SECTION 13.2 MATERIAL PURCHASES.
Section 13.2 currently provides that City purchases over $750 for materials, tools, apparatus or other things
shall not occur until there has been an opportunity for competitive bidding for which sealed proposals have
been sought.
In place of the current requirement for competitive bidding for these City purchases over $750 of materials or
other things, the proposed amendment authorizes the City Council to specify, in a purchasing ordinance adopted
by a 2/3 majority of the Council elect, the maximum dollar amount of such purchases which may be undertaken
without competitive bidding.

PROPOSAL 3:
ROMULUS CITY CHARTER AMENDMENT
SECTION 13.4(a) APPROVAL OF CONTRACT: REVIEW: APPROPRIATION
Section 13.4(a) currently provides that contracts for public improvements, purchases of materials, tools, appara-
tus, or other things over $1,000 require Council approval.
In place of the current requirement for Council approval of contracts over $1,000 for public improvements and
purchases of materials, or other things, it is proposed that the City Council be authorized to specify, in a pur-
chasing ordinance adopted by a 2/3 majority of the Council elect, the dollar amount of such contracts, including
contracts for public works, in excess of which Council approval is required.

PERSONS ENTITLED
to be registered voters in the City of Romulus must possess the following qualifica-
tions on or before the day of the election: (1) a citizen of the United States; (2) not less than 18 years of age;
(3) a resident of the State of Michigan and the City of Romulus for not less than 30 days prior to the election
(MCL 168.492). In addition, qualified electors must be registered to vote not less than 30 days prior to the
election (MCL 168.497).
Registrations will be received at Romulus City Hall located at 11111 Wayne Road, Romulus, MI 48174,
Monday through Friday between the hours of 8:00 a.m. and 4:00 p.m.

NOTICE OF A PUBLIC HEARING
Pursuant to Michigan Public Act 207 of 1921, as amended (The City and Village Zoning Act), notice is hereby
given that the City of Romulus will hold a public hearing at
7:00 p.m. on Monday, October 21, 2013
for the pur-
pose of considering a proposed amendment to the Zoning Map for Special Tree Rehabilitation Systems Neurocare
Campus East to rezone 36.24+- acres of property from their current designation of R1B Single Family Residential
District to RM/PDA Multiple Family Residential/Planned Development Area. The public hearing will be held at
the Romulus City Hall Council Chambers, 11111 Wayne, Romulus, MI 48174-1485. Copies of the application are
available for review at City Hall during regular business hours.
The Planning Commission has set the public hearing to consider a request to rezone the following properties:

A regular study meeting of the Board of Trustees of the Charter Township of Canton held Tuesday, September 17, 2013 at 1150 Canton
Center S., Canton, Michigan. Supervisor LaJoy called the meeting to order at 6:10 p.m. and led the pledge of allegiance.

STUDY SESSION TOPIC Item 1. PUBLIC SAFETY DEPART-
MENT UPDATE
Board members were provided a Public Safety Department update, including a demonstration of a Compstat presen-
tation and MILO training simulator. There was a tour of Fire Station #1 and the newly renovated dispatch/call center as well as Urban
Search and Rescue, and Hazmat Consortium equipment. The new Canton ambulance was also available for inspection.

Connor’s pleases area patrons
United Way seeking volunteers
Connor's Family Dining was inadvertently
omitted from the restaurant guide section of our
recently published Fall Festival program. The
guide should have included the following infor-
mation about the popular restaurant that is a
favorite with both locals and newcomers in the
area.

Connor's Family Dining, in business since
1965, opened a second location on the south-
east corner of Five Mile and Haggerty Road
in 2008. Connor's is known for quality home-
made food at reasonable prices served in a
comfortable setting by a fast and friendly staff.
During the week, Connor's offers more
than 15 breakfast specials from which to
choose. There are also lunch specials priced
from $4.99, great salads, half sandwich and
soup specials, and delicious dinner specials
like homemade pot roast, meatloaf, city chick-
en, stuffed cabbage and lasagna, along with
many others.
Connor's serves five different soups every
day and also features homemade desserts to
top off anymeal.
Children's meals are half off all day
Monday and everyTuesday isFamilyDay.
Connor's also offers senior citizen dis-
counts.
Connor's is open from 7 a.m. until 10 p.m.
Monday through Saturday and from 7 a.m.
until 9 p.m. onSundays.
Commission authorized the bonds and
approved the initial contracts, but the over-
sight of the project was largely provided by
the Wayne County Building Authority. The
commission had no day-to-day involvement
in the project, McNamara said.
He said the solution most favored by
Wayne County Executive Robert Ficano's
administration is to partner with the State of
Michigan to build a jail and new courts at a
closed state correctional facility on Mound
Road. This plan, discussed at length in a
meeting with state officials last week in
Lansing, would include selling the current
incomplete jail site, courthouse and other
county properties currently located in down-
town Detroit to offset the losses and pay for
renovation at theMoundRoad location.
Gary Woronchak appointed the task force
in an effort to “dig further into what went
wrong and to explore whether any suggested
future plans are the best direction for the
project,” according to McNamara.
Woronchak requested the audit findings
which were completed by Auditor General
Willie Mayo in mid-August. Mayo said he
submittedhis report toWorthy.
“We don't have anything to talk about
without the documents,” he said.
In addition toMcNamara, who represents
the 11th Wayne County district which
includes Belleville, Canton Township,
Sumpter Township, Van Buren Township
and the City of Wayne, the task force
includes Commissioners Alisha Bell (D-
Detroit), Richard LeBlanc (D-Westland),
Laura Cox (R-Livonia) and Tim Killeen (D-
Detroit).
“The commission needs to know how this
happened, what went wrong and who's
responsible. The processes that occurred
were corrupted and so these processes need
to change in order for this to never happen
again,” McNamara, who was the speaker at
the Plymouth Noon Rotary Club meeting
recently, said.
“I am committed to discovering the mis-
steps in this failed jail project and how we
can best move forward that ensures limited
losses on taxpayer dollars and addresses the
country's public safety most effectively,”
McNamara said.

A canoe race is also in the planning stages for
the day.
Representatives from the Civitans, the City
of Wayne, the Wayne Rotary Club, Wayne
Ripple Effect, the Wayne Chamber of
Commerce and several local businesses are
currently planning activities for the event.
Plymouth Community United Way is
looking for volunteers to clean yards and do
light chores in Plymouth, and Plymouth and
Canton townships onSaturday, Nov. 2.
Volunteers will meet on the day of the
event at a new location, Plymouth First
United Methodist Church, for a continental
breakfast and instructions, provided by
UnitedWay.
Check in time is 7:30 a.m. Volunteers are
asked to bring rakes, garden tools and
gloves, and have their own transportation to
travel between homes. Plymouth
Community UnitedWay will supply the yard
waste bags which will be distributed at the
church.
All ages are welcome, but those under 18
need to be accompanied by an adult. To vol-
