The first in a series of planned road and
storm sewer improvements is under way in
theCity of Romulus.
Crews are resurfacing Tobine Road from
Shook toWick Road. The half-mile section of
work starts at the Romulus Historical
Cemetery on Shook, continues past the west
entrance to Romulus High School and ends
atWick.
The project includes road resurfacing,
drainage improvements and culvert replace-
ment at driveways.
Roberto Scappaticci, assistant director of
the Romulus Department of Public Works
(DPW), said the project is ahead of schedule
and should be completed in mid-July, weath-
er permitting. The section of Tobine is closed
to local traffic during construction. Detour
signs are posted.
Al's Asphalt Paving is performing the
work. Scappaticci said the project was bid
through the Michigan Department of
Transportation and Al's was the lowest pre-
qualifiedbidder.
Eighty percent of the project is funded by
$646,400 in federal aid that is part of $3.4mil-
lion in total funding awarded to the City of
Romulus for road projects. The city is
required to provide only 20 percent of the
funding for the improvements.
DPW Director Tom Wilson said a federal
aid committee has authorized $2.1 million to
the city for reconstruction of Goddard Road
from Romaine to Wayne Road. The project,
which is scheduled to start in the spring of
2014, includes expanding the intersection of
Wayne andGoddard.
“The city has been able to partner with
Wayne County on an expanded project at the
intersection of Wayne and Goddard to
include 1,000 feet of additional pavement
reconstruct on Wayne Road,” Scappaticci
said. “This includes left-turn lane and signal
modifications at the intersections with mast
arms and lighted street signs.”
Goddard reconstruction was divided into
three sections. The southwestern section of
the road was reconstructed in 2012. The
remaining two pieces are scheduled for next
year.
“Wemanaged to negotiate with the county
so that both sections of Goddard are tied
together and funded together to reduce the
amount of impact on businesses in down-
townRomulus,”Wilson said.
Romulus Downtown Development
Authority Director Maria Lambert led an
informational study session withmembers of
the city council recently. City staff and the
planning consultant presented concept
streetscape improvements and a downtown
branding planduring themeeting.
While no city ever has enough money to
complete all necessary road projects, Wilson
said that Mayor Alan R. Lambert insists that
his administration apply for every grant
available with the support of the city council.
As a result, the leadership of the DPW con-
tinues to diligently make submittals to fund-
ing sources to capture necessary funds to
meet infrastructure needs throughout the
city.
Scappaticci said the DPW made several
submittals for funding on a shortened dead-
line andwas awarded $500,000 to reconstruct
a portion of Grant Road from the Five Points
intersection east to the railroad tracks. This
work is targeted for the 2014 construction
season.
Another future infrastructure upgrade
will be the installation of sidewalk along
Wayne Road. The city is awaiting pending
approval of $700,000 in funding toward that
project, scheduled for 2014.
On May 6, city council members approved
a contract with Pipe Management Co. for
$233,000 in sanitary sewer repairs through-
out Romulus.
The council vote followed an investigation
by the Department of Public Works adminis-
tration that showed areas of distress in the
sewer system. The probe looked for large
cracks, infiltration and inflow, sediments in
the pipe, tap offsets andpipe collapsing.
Wilson said DPW crews have been mobi-
lized to locations throughout the city to clear
obstructions in the sewer system. Future
work includes correcting pipe distress
issues, installing sewer lining and spot lining,
opening cut repairs and grouting joints.
“This method of construction saves cost
with innovative technology of repairing pipes
from the inside as opposed to open cut exca-
vation,” Scappaticci said. “The city employs
this method to save money and to reduce the
disruption of service.
The sewer improvements beganMay 20 in
five districts throughout the city:
• The subdivision north of Beverly Road and
east ofMiddlebelt Road.
• The subdivision north of Beverly Road and
east ofWayneRoad.
• South of Ecorse Road and west of
Middlebelt Road.
•Northof Grant and east of Goddard.
• West of Huron River Drive and south of
Wabash.
Work is scheduled to continue through
Sept. 20. The project is paid for by the city
Water andSewerFund.
The DPW administrators said the city will
continue to study aging infrastructure in the
sanitary sewer system and then provide cor-
rective actions while seeking alternative
funding sources.

Northville Arts and Acts set this weekend
Road work continues throughout Romulus area
The Arts and Acts Festival will
return to downtown Northville this
weekend shining a spotlight on the
imagination, art, talent and cultural
diversity of artists throughout the
region.
The event will take place June
28-30 and will include the 25th
annual juried fine art show “Art in
the Sun”, featuring more than 60
artists; the Reel Michigan Film
Festival at the Marquis Theatre;
the Sandbox Play Festival pro-
duced by Tipping Point Theatre;
the Short onWords literary contest;
musical entertainment featuring
some of metro Detroit's top musi-
cians; children's activities, includ-
ing a fairy door scavenger hunt and
free mural painting along with a
large variety of festival food and
drink.
The festival will begin at 3 p.m.
tomorrow and continue through 9
p.m. On Saturday, events will begin
at 10 a.m. and continue until 8 p.m.
and on Sunday, the festival will
begin at 10 a.m. and end at 5 p.m.
The main activities will take
place on Main and Center streets
throughout the downtown area.

As part of the fourth annual Arts
and Acts Festival, the Reel
Michigan Film Festival 2013 will
feature a diverse collection of
Michigan-made short films begin-
ning at 5 p.m. Saturday, June 29, at
the historic Marquis Theatre, fol-
lowed by a question and answer
session with filmmakers. At 8:30
p.m. there will be a special commu-
nity screening of Judith R.
Burdick's
documentary,
Transforming Loss. Immediately
followingwill be an after-party, with
awards, at Poole'sBakBar.
The powerful documentary
Transforming Loss, produced by
Burdick , provides first-person
accounts of six Michigan families
and their remarkable stories of pro-
found loss and transformation.
This year, Reel Michigan will
feature Kathi J. Moore as emcee. A
Michigan native, Moore has
appeared in a wide range of
acclaimed projects, most notably on
film as Phyllis in the James Franco
project “Tar” and on stage as Mrs.
Ware in Dr. Sweet's Tinderbox.
Behind the scenes, Moore has con-
tributed to the state independent
film community in casting and pro-
duction and is a veteran of the bur-
geoning “48-hour” filmgenre.
