CITY OF ROMULUS
Summary of Ordinance No. 13-189*
The Code of Ordinances of the City of Romulus, Michigan, Chapter 5, Buildings and Building Regulations, is
amended by way of addition of a new Article VIII, "Flood Damage Prevention."
The purpose of the new Article VIII is the protection of the environment, and of public health and safety, and to
minimize public and private losses due to flood conditions in specific areas by provisions designed to regulate
construction and development in special flood hazard areas within the City of Romulus. Such regulation is
designed to be in accordance with the terms of the National Flood Insurance Program and the City of Romulus'
participation therein, as well as in accordance with other ordinances and resolutions of the City of Romulus with
regard to floodplain management and otherwise.
Article VIII provides for the duties and powers of the Building Official with respect to flood damage prevention;
establishes a permit requirement for construction and development in flood hazard areas and sets forth a permit-
ting process with regard to the same; sets forth standards for flood hazard reduction; and authorizes enforcement
of the requirements of Article VIII, as well penalties for violations.

City of Romulus Code of Ordinances can be obtained or inspected at the City of Romulus Clerk's office, 11111
Wayne Road, Romulus, MI 48174.
Savings Clause:
Nothing in this Ordinance hereby adopted shall be construed to affect any suit or proceeding
pending in any court or administrative body, or any rights acquired, or liability incurred, or any cause or causes
of action acquired or existing, under any Act or Ordinance hereby repealed by this Ordinance; nor shall any just
or legal right or remedy of any character be lost, impaired, or affected by this Ordinance.
Severability:
Should any word, sentence, phrase, or any portion of this Ordinance be held in a manner invalid
by any court of competent jurisdiction or by a state agency having authority to do so for any reason whatsoever,
such holdings shall be construed and limited to such word, sentence, phrase or any portion of the Ordinance held
to be so invalid and shall not be construed as affecting the validity of any of the remaining words, sentences,
phrases, or portions of this Ordinance.
Conflicting Ordinances: All prior existing ordinances adopted by the City of Romulus inconsistent or in conflict
with the provisions of this Ordinance are to the extent of such conflict or inconsistency hereby expressly
repealed.
Readings:
This Ordinance shall be given a first reading on May 28, 2013, shall be enacted on June 3, 2013 and
shall be published on or before June 20, 2013 and shall be effective June 20, 2013.

Within forty-five (45) days after the publication of any ordinance duly passed by the Council, a petition may be

tree is dedicated to her mother, father, broth-
er and husband. Her husband, Merlin,
passed away since the trees were planted, so
the tree they purchased has even more of a
specialmeaning toher.
Tammy McGrane, another member of the
Cemetery Board, said she and her son, Jesse,
purchased a tree in memory of her late hus-
band Matthew, who died at 47 after suffering
a heart attack and was laid to rest in the
cemetery in July 2005. The McGrane's were
married 17 years. “Trees bring beauty and a
serene feeling in the cemetery,” she said
“They help bring joy andmemories and keep
things in perspective. Having the plaques up
there for family members gives the cemetery
more pride.
“I lost my husbandway too soon. I'm there
almost every day. I see his tree and his name
in loving memory. For my son and me, that
was a really big accomplishment. You can
buy a monument and put it in the cemetery.
We felt there has to be more to the purpose
of what you do. My husband's picture is on
the monument. It's good for your heart and
your head - not just a spot on the ground.”
Sheldon Chandler said he and his wife,
Gloria, thought it was important to not only
purchase trees in memory of their deceased
family members, but also help out with the
project to beautify the cemetery.
“Romulus is our home,” Gloria Chandler
said.
“The cemetery has never looked better
than it does now,” SheldonChandler added.
Lemmon said there are plans for more
improvements at the cemetery. The goal is to
add 20more trees along the back fence.
Board members are working on plans for
a new Victorian gate for the south entrance
and getting the old fence in the northwest
corner removed and replaced.
“At the present time there are not enough
funds to replace the entire fence with a
beautiful wrought iron fence, but that is also
one of our goals,” she said.
Lemmon praised the efforts of former
Romulus Economic Development Director
Tim Keyes, who connected the group with
Jim Jones of W.H. Canon. She said the new
trees improve the overall appearance of the
front of the cemetery and provide shade.
They bloomwhite in the spring andwill have
a burgundy leaf in the fall.
“The board of trustees had an idea, but
without the residents who purchased the
trees, the project would never have hap-
pened,” she said. “We want to give them a
great big thank you. We are always asking
people to get involved with the cemetery. We
canuse all the ideas andhelpwe can get.”
Located at Shook and Tobine roads, the
cemetery is the final resting place of
deceased armed forces heroes, political fig-
ures, public-safety officers, other well-known
families and 180 years of Romulus residents.
The burial grounds date back to 1832,
making them older than Michigan, which
would not earn statehood until five years
later. The cemetery is considered so impor-
tant to the community that the property is
dedicated as ahistorical landmark.

There may be a run on crepe paper and
patriotic streamers next week as Northville
residents prepare for the annual
Independence Day Parade, organized by
theNorthvilleCommunityFoundation.
One of themajor highlights of the annual
event is the Bike Parade, sponsored this
year byMeijer andHunter Orthodontics. To
enter, youngsters need only decorate their
bikes before the parade and take their
patriotic wheels to Seven Mile and Center
Street at about 9:15 July 4. Moms and Dads
are welcome to walk the parade route with
their children, if they so choose.
Judges will determine the best decorat-
ed bike and after the parade, award the
winners, one boy and one girl, a gift certifi-
cate from Meijer. There is no need to pre-
register for the bike parade.
According to Shari Peters, president of
the Northville Community Foundation
which organizes the parade every year,
there are still available spots in the parade.
To enter a band, float, antique vehicle,
horseback rider, juggler, dancer, kitchen
band, marching group, character or lawn
mowing brigade, it is necessary to complete
an application. Peters said every marcher
must be registered and to obtain an appli-
cation, simply call (248) 374-0200 or visit
www.northvillecommunityfoundation.org.
“It bears repeating,” Peters said.
“parade entriesmust be pre-registered.”
Unless of course, they are in the afore-
mentioned bike parade or the pet parade.
“I need to remind the pet owners who want
to march with their pets to bring along
some water for them. It often gets warm
along the route,” Peters said.
This year the Monkeymobile, Herbie the
Love Bug, Ghostbusters and so many other
floats and entries have joined the parade
that Peters said she can't begin to recount
all of the entries.
“It's a great parade andwe need to thank
all the volunteers and committee members
who work so hard to get it done,” she said.
“And a special thanks, too, to St. Mary
Mercy, which sponsors the event every
year,” Peters said.
“It just gets better andbetter.”
The Northville Independence Day
Parade will begin at the foot of Griswold
andMain in downtownNorthville promptly
at 10 a.m. following the singing of the
National Anthem by the Ward Church
Choir.
Emcees again this year are radio person-
ality LisaBarry andDr. Bill Demray.
The parade will travel down Main to
Rogers, Rogers to Cady, Cady to Wing, Wing
toFairbrook.
Jakes Auto and TruckRepair has donated
a 2013 Del Ray scooter which is being raffled
off tohelp fund theRomulus Animal Shelter.
Tickets are $5 each or three for $10 and
are available at both Jake's locations, 36766
Goddard Road and 12003 S. Huron River Dr,
at the Romulus Animal Shelter and from
CityCouncilmanWilliamWadsworth.
The drawing will take place during the
Romulus Downtown Development Authority
Pumpkin Festival at 5 p.m. Sept. 22 on the
WabashFreightHouseEntertainment Stage.
