NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

On or about May 16, 2014 the Charter Township of Canton will submit a request to the US Department of Housing and
Urban Development for the release of Community Development Block Grant funds under Title I of the Housing and Community
Development Act of 1974
,
as amended, to undertake the following projects
:
PROJECT 1: Housing Rehabilitation, $116,068 for the pur-
pose of repairing residential homes. PROJECT 2: ADA Improvements to Township Facilities, $ 163,000 for the purpose of bringing
township facilities into ADA compliance. Canton Township will perform a second tier environmental review on each specific property
that is selected for the residential home repairs and this information will be kept in a file for documentation purposes.
The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental
Policy Act requirements— An Environmental Review Record (ERR) that documents the environmental determinations for this project
is on file at the Finance Department
,
1150 Canton Center S, Canton MI 48188 where ERR can be examined. This document may be
examined or copied weekdays between 9 A.M. and 4 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Finance Dept, 1150 Canton Center S.,
Canton MI 48188. All comments received by May 16, 2014 will be considered by Canton Township prior to authorizing submission of
a request for release of funds.
RELEASE OF FUNDS
The Charter Township of Canton certifies to HUD that Philip J. LaJoy in his capacity as Township Supervisor consents to
accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review
process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA
and related laws and authorities, and allows Canton Township to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will consider objections to its release of funds and the Charter Township of Canton certification received by May 16,
2014 or for a period of fifteen days following its actual receipt of the request (whichever is later) only if they are on one of the follow-
ing bases: (a) the certification was not executed by the Certifying Officer of the Charter Township of Canton; (b) the Charter Township
of Canton has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recip-
ient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a
release of funds by HUD
;
or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the
project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with
the required procedures (24 CFR Part 58) and shall be addressed to HUD at McNamara Federal Building, 477 Michigan Avenue, Detroit
MI 48226. Potential objectors should contact HUD to verify the actual last day of the objection period.

Mr. James Aaron, 2178 Fairways Circle, spoke to the board in relationship to lack of rental inspections, building
codes for gutter replacement, court mandated sidewalk replacement, and quality of road construction. Mr. George Miller, 1946 Briarfield
commented on ditches on Geddes/Cherry Hill, use of maintenance staff for water damage repair, deer crossing signs, property mainte-
nance standards, and stray cats.
STUDY SESSION TOPIC ITEM 1. Canton Mobility Transportation Services.
The Canton Board
of Trustees was presented with a summary of the Canton Mobility Transportation program. This program offers curb-to-curb trans-
portation for Canton’s elderly and individuals with disabilities. The presentation outlined the history of the program, services provided,
and the cost of the program. Proposed policies and potential future needs of the program were presented.

Council agrees to move one voting precinct
New Neighborhood Watch effort under way
Earth Day is celebrated
Romulus City Council mem-
bers have approved a change in
voting Precinct 12, whichwill relo-
cate from the closed Merriman
Elementary School to the
Romulus AthleticCenter (RAC).
The RAC is located at 35765
Northline Road at Wayne Road -
within the same, current outlined
boundaries of Precinct 12.
Romulus Election Commission
members recommended the loca-
tion change after studying several
options. City Clerk Ellen Craig-
Bragg said the RAC will provide
plenty of parking spaces andmore
room inside the polling location,
In addition, she said, the building
is compliant with the Americans
withDisabilities Act.
Michigan Election Law
requires that any establishment,
move and/or abolishment of a
polling place be done not less than
60 days before an election, which
makes the deadline June 6. A
statewide primary election is
scheduled for Aug. 5. Voter regis-
trationdeadline is July 7.
The city clerk's office will notify
by postcard all registered voters
affected by the precinct move,
Craig-Bragg said. Residents in
Precinct 12 will soon receive new
voter registration cards aswell.
Craig-Bragg said other loca-
tions were considered by the elec-
tion commissioners, including
other schools, but parking would
be limited at Halecreek
Elementary School, which would
be a factor for elections with large
turnouts, and Barth Elementary
School is near railroad tracks,
which could affect transportation
to and fromthe polls.
Mayor LeRoy D. Burcroff, who
serves on the election commis-
sion, said the Romulus Athletic
Center can provide a separate
building entrance for voting and
plenty of room for election work-
ers and those campaigning for
election.
“We looked at all possibilities,”
Cragg-Bragg said. “We want to
make it convenient and we don't
want to have to move again. The
Romulus Athletic Center is a good,
solid location and a very positive
place.”

Burcroff's goals of expanding the
proactiveNeighborhoodWatch pro-
grams throughout the city is under
way.
Romulus officials have sched-
uled a kickoff meeting for
Neighborhood Watch captains, co-
captains and prospective captains
at 7 p.m. April 30 at City Hall, 11111
WayneRoad.
Neighborhood Watch is an
organized group of residents devot-
ed to crime prevention through citi-
zen involvement and police cooper-
ation. Romulus Police Captain
Derran Shelby said the goal is to
reduce crime within our neighbor-
hoods and improve the quality of
life.
Meeting attendees will learn
more about the program and
receive a report about crime and
prevention in the city. Community
Outreach Director Jazmine Danci
said organizers hope to meet with
captains as a group once amonth to
discuss issues.
“We want to provide updates on
crime in the city and what to be on
the lookout for,” Danci said. “This is
another way for us to get informa-
tion out about crime and public
safety.”
She said captains are encour-
aged to recruit up to 10 participants
in their neighborhoods. Each group
will draft bylaws that will empower
members to keep an eye on their
neighborhood and call Romulus
policewith any issues.
“We don't want anyone getting
involvedwith potential criminals or
dangerous situations,” Danci said.
“Our police officers patrol our
streets. Neighborhood Watch
encourages residents to keep an
eye on what they see from their
homes and lets them know what to
look for if they're walking around
their neighborhood.”
Danci and Community Outreach
Liaison Chris Dunn will visit neigh-
borhoods to encourage the start of
NeighborhoodWatch programs and
encourage residents to join watch
programs already inplace.
“Besides talking about crime,
this program will be a good way to
talk about issues in the neighbor-
hood,” Danci said. “It forms a
tighter community as people get to
know their neighbors. We want peo-
ple to interact together and feel
safe. That's good for everyone.”

Romulus Mayor LeRoy D. Burcroff
encouraged residents and business people
to get into the spirit of Earth Day, both on
April 22 and throughout the year.
Earth Day is an annual occurrence on
which events are held locally and through-
out the world to demonstrate support for
environmental protection.
Burcroff said the Romulus Community
Outreach team scheduled several events
throughout the city to mark Earth Day last
Tuesday.
Community Outreach Director Jazmine
Danci said trees were planted outside the
Department of Public Services building,
12600WayneRoad.
Plans are in place to expand the amount
of recycled materials at city offices from
paper and cardboard to everything that is
collected in the curbside recycling program,
Danci said. These items include glass, plas-
tic containers, cans, newspapers and more.
Waste Management will pick up items from
city offices once a week instead of once a
month, which is the former schedule.
City employees have implemented State
of Michigan-approved standards for clean-
ing products. Danci said employees will use
concentrated cleaning products and will
reuse the bottle containers
The Fire Department, under the leader-
ship of Firefighter Jason Pittman and
Deputy Chief Kevin Krause, will soon begin
to garden at Fire Station 4, growing vegeta-
bles and herbs that firefighters can use to
cook at the station.
Other earth-friendly events and activities
will be announced in the days and weeks
ahead.
