A regular study meeting of the Board of Trustees of the Charter Township of Canton held Tuesday, March 20, 2012 at 1150 Canton
Center S., Canton, Michigan. Supervisor LaJoy called the meeting to order at 7:00 p.m. and led the pledge of allegiance.
Roll Call

of Agenda Motion by Bennett, seconded by McLaughlin to approve the agenda. Motion carried unanimously.
STUDY SESSION
TOPIC Item 1. GROUND LESSOR'S SUBORDINATION AGREEMENT ON ARTIC EDGE ICE ARENA. (CLS)
Motion by
Bennett, supported by Williams to approve the attached Ground Lessor's Subordination Agreement and the Landlord's Waiver for the
Artic Edge Arena Project, and further authorize the Clerk to execute the necessary documents. Motion carried unanimously.
Item 2.
ENERGY (CLS)
A recommendation of projects for the Energy Savings Performance Contract along with a timeline for future steps
were discussed. On August 2, 2011 staff introduced the Board to an energy performance contracting and recommended Chevron, as the
energy services company. In September of 2011 Canton entered into an agreement with Chevron to conduct a comprehensive energy
analysis of all of Canton's assets. Since September 13, 2011 Canton's staff has been working with Chevron for a comprehensive energy
analysis. The Board was provided with a recommended list of projects. Key factors in the recommendations are the pay backs, length
of time for return on investment, and issues Canton is currently having with equipment.
Item 3. 2012 WATER & SEWER RATES
Director Faas stated 29 different task go into the process of setting the water and sewer rates. The Finance Department is step one with
all the calculations they perform. Director Faas stated the water consumption for 2011 increased 2.2%. Director Faas stated the recom-
mendations for the 2012 Water and Sewer Rates are as follows: a. Increase the fixed charges by roughly 1.5% versus 2011. b.
Decrease the consumption-based charges by 2.3% for water and 2.7% for sewer. c. Do not add anything in the rates to add cash to the
fund balance (i.e. maintain the $13.5million cash balance as of 12/31/11). d. Roll-out the auto-debit payment option in April & May
2012. Director Faas stated the outdoor irrigation restrictions are as follows: a. Pursue more aggressive voluntary restrictions in 2012. b.
Conduct the next phase of the study to evaluate the benefit-cost ratio of building water storage faculties in the next six (6) months. c.
Consider implementing mandatory restrictions in 2013. These recommendations have been reviewed and approved by the Municipal
Services Director and the Finance Director. These recommendations will be presented to the Board for approval with a report at the
April 10, 2012 Board meeting.

"NOTICE TO CUT NOXIOUS WEEDS"
CHARTER TOWNSHIP OF CANTON
TO THE OWNER OR OCCUPANT OR ANY PERSON OR PERSONS, FIRM OR CORPORATION HAVING CHARGE OF ANY
LAND IN THE CHARTER TOWNSHIP OF CANTON:
Notice is hereby given that all noxious weeds growing on any land in the Charter Township of Canton, Wayne County,
Michigan must be cut and destroyed on or before the first day of May, the first day of June, the first day of July, the first day of August,
and the first day of September in each year and/or as needed and as often as may be necessary to prevent same from going to seed. Any
owner, occupant, or person having charge of any such land must notify the Township that such weeds have been destroyed within three
(3) days of such cutting. Any person failing to comply with this notice shall be liable to the imposition of the penalties set forth in
Noxious Weed Ordinance, Chapter 34, Article III of the Code of Ordinances of the Charter Township of Canton, Wayne County,
Michigan and shall be liable for all expenses incurred by the Township in destroying said noxious weeds, which expenses, if unpaid by
the Owner or occupant, shall be spread against the property on the next County and State tax roll or the next general Township tax roll
and/or place a lien upon the property to secure the collection of such expense. The Township of Canton may notify by certified mail
with return receipt requested, the owner, agent or occupant as shown on the current County and School tax roll, of any lands on which
said noxious weeds are found growing. Such notice shall contain a summary of the provisions of this section of the Ordinance. Failure
of the Township to give such notice shall not, however, constitute a defense to any action to enforce the payment of any penalty provid-
ed herein or any debt created hereunder.

Jaycees host annual Egg Hunt
Warren Road project OK’d

Marshmallow Drop planned
The Westland Jaycees will sponsor the
15th Annual Easter Egg Scramble beginning
at 1 p.m. this Saturday, March 31, at Jaycee
Park, at the corner of Hunter and Wildwood
inWestland.
The Easter Egg Scramble is broken up
into age groups and is a free event for chil-
dren 14 and younger in theWestland commu-
nity.
In addition to the scramble, there will be
pictures with the Easter Bunny and other
activities for children to choose while they
arewaiting for their turn on the field.
“In the past we've had activities like fin-
gerprinting, a bouncer and fire trucks for the
kids to check out,” said Jennifer Sroczynski,
55th president of the Westland Jaycees, “I'm
really excited to see what this years' commit-
tee does to step things up.”
The Westland Jaycees are a local organi-
zation dedicated to training young leaders
through community service. The Westland
Jaycees have been responsible for past
events such as the Patriots Day ceremony,
Tribute to The Stars, and the Annual Easter
Egg Scramble. They have also worked with
other organizations like the Women of
Westland on events such as 50s with a
Mission, Sroczynski said.
Proceeds from this event will be used to
continue providing events in the community.

Warren Road between Newburgh and
Wayne roads will be reconstructed and
repaired this year.
Westland Mayor William R. Wild said
that Westland City Council members
approved the Intergovernmental
Agreement between Wayne County and the
City of Westland for the reconstruction proj-
ect.
“This stretch of Warren Road runs right
through the heart of Westland's famous
Shop & Dine District adjacent to the
Westland Shopping Center,” Wild said.
“Residents and shoppers alike will benefit
fromthismuchneeded repair.”
More than $655,000 of the nearly $810,000
estimated cost will be federally funded and
will be locally matched by more than
$150,000, he said. The final cost to theCity of
Westlandwill be just over $72,000, he added.
The project is scheduled to begin later
this year.
NorthAmericanYouth Sports has several
remaining openings in the annual spring
youth basketball tournament planned for
April 20-22 at the Inkster Recreation
Complex.
The entry fee for this tournament is $100
and guarantees each teamaminimumof two
games. There will be awards presented in
eachbracket.

Huge flowered hats and elaborate day-
time costumes are expected to fill theWayne
Community Center May 5 when the Wayne
Rotary Club and Wayne Parks and
Recreation Department present a Kentucky
DerbyCelebration.
The event will feature faux wagering on
pre-taped horse races, tailgate food catered
by Chef Tony of the Ford Vo-Tech Center and
a cashbar.
Tickets, priced at $20 per person, are now
on sale at the Wayne Community Center and
can also be purchased from Wayne Rotary
Club members. The proceeds from the event
will be used to fund community projects of
the Parks and Recreation Department and
theRotaryClub.
Derby dressy attire is suggested and there
will be a Best Dress and Best Hat contest
during the evening. There will also be a live
auction, raffle baskets, a 50/50 drawing and
lots of "wagers" on Triple Crown races from
the past.
The doorswill open at 6 p.m. and foodwill
be served at 6:30 p.m.

It's a proven fact, at least inWayne County,
when marshmallows fall from the sky, it's
time for fun.
Children from throughout the area will
have the chance to trademarshmallows for a
prize at Wayne County Parks Marshmallow
Drop 2012 at 11 a.m. Friday, April 6, at
NankinMills inWestland.
More than 20,000 marshmallows will be
dropped from a helicopter to the delight of
hundreds of eager children, who will scram-
ble to collect these goodies during the 28th
Annual MarshmallowDrop. Childrenwill be
divided into groups based on age, to ensure
that everyone has an opportunity to partici-
pate fully.
The Wayne County Parks Marshmallow
Drop is co-sponsored by ITC Holdings. This
event is the first of many warm weather
events planned by Wayne County Parks for
2012, a spokesperson said.
