wished to return to work if provided the
required five dayswrittennotice.
Rousma alleges that the interim chief
deliberately and maliciously lied to him and
about him and then withheld his final pay-
check for weeks in an attempt to harass him.
Rousma has accepted a part time job with the
Walled Lake Police Department where
Napoleon faxed a letter seeking information
about his date of hire and assignment hours.
In the letter, written on Inkster Police
Department letterhead, Napoleon refers to
Rousma as the “subject of an investigation.”
TheWalled Lake police chief and city man-
ager expressed their criticism of Napoleon's
actions in their written responses to the
request. Inhis response, Chief of PolicePaul J.
Shakinas noted that Napoleon's “protocol for
this request for information is untypical and
disconcerting.” He called the faxed request a
“stigmatizing public charge in an official and
intentionalmanner.”
“It is arguably defamation per se,” the
Walled Lake chief's letter stated. He further
cautioned Napoleon that, “The Civil Rights
Act provides employees and former employ-
ees the right and means to collect monetary
damages for their unlawful treatment by gov-
ernmental agencies, including police depart-
ments”.
Rousma said no date has yet been set for
his arbitrationhearing.
Randazzo sent a letter to Wolkowicz last
week, protesting the abrupt cancellations of
his hearings. In one instance, Randazzo claims
he was not aware a hearing had been sched-
uled until Napoleon's secretary called and
demanded to know why he wasn't present.
When Randazzo told her he was unaware of
the hearing, he says she told him that the chief
“had cancelled anyway.” Randazzo claims that
in two instances, no reason for canceling the
hearingswas offered.
Randazzo said in his letter that the situa-
tion has “created a continual source of unnec-
essary stress and anxietywhile providing to be
a constant distraction, both while at work as
well inmy life outside ofmy employment.”
The charges which prompted the sched-
uled hearings were filed by both Teamsters
Local 214, which represents the 20 city patrol
officers and detectives and the Inkster
CommandOfficersUnion.
The initial complaint against Napoleon
cited cases and incidents during which the
officers claimthe interimchief interferedwith
criminal investigations, endangered the lives
of officers, endangered his own life and that of
others, provided material information prior to
detectives making contact with family mem-
bers during an investigation, interfered with
negotiations with a barricaded gunman,
returned a weapon to an individual without
proof of a license for the firearm and disre-
garded the legal opinion of the prosecutor's
office and the district court judge. Many other
charges are also included in the complaint.
The detailed charges included case num-
bers, dates and times and eyewitness accounts
of the chief's actions, all of which Napoleon
denied in an earlier interview.
Napoleon denied all the allegations and
claims in an earlier interview and said that
the complaints were “from a small group of
individuals unhappy with decisions made on
their grievances.”
Napoleon, who has been the interim chief
for about a year, said that the officers were
lying and that more honesty should be expect-
ed from police officers, sworn to uphold the
law.
“I feel harassed by InterimChief Napoleon
and the city for performing my Chief Steward
duties. I am considering this to be a hostile,
intimidating, unhealthy and unsafe work envi-
ronment,” Randazzo said in his complaint to
the citymanager.
Members of the Wayne City Council mem-
bers have approved a $60,000 contract with
the Winchester Consulting Group to provide
grant writing and lobbying services for the
city.
City Manager Robert English proposed
the agreement and hiring of the firmduring a
goals setting meeting of the council a few
weeks ago. The firm will also assist with
revamping the city website, event planning
andmedia outreach, according to the propos-
almade byEnglish.
He proposed the contract be funded by a
portion of a refund fromMichigan Municipal
RiskManagement which the city received.
Representatives from the Winchester
group, Lisa Nocerini and Stephanie Moran,
spoke to the members of the council at a
meeting last month. The only objection to the
contract came from Councilman James
Hawleywho said that hewas surprised to see
the contract come before the council for a
vote of approval so quickly. Hawley said he
had several "issues" with the proposal.
"The scope if far byond what I'd be com-
fortable with. I don't see that much need to
rush it through. A week or two isn't going to
matter. I would like to postpone it for a later
meeting," he suggested when the contract
was first proposed.
Hawley also suggested this was not a
direction the city needed to take and that the
council should have a discussion regarding
hiring a lobbyist.
Hawley also had concerns about the selec-
tion process of the firm as City Attorney Paul
Bohn is a director of theWinchesterGroup.
The other members of the council said
they hadno concerns andwere in favor of the
contract.

NOXIOUS WEED NOTICE TO THE
PROPERTY OWNERS IN THE
CITY OF ROMULUS
In accordance with P.A. 359 of 1941, as amended and Chapter 19, Article 3, of the Romulus Code of
Ordinances it shall be the duty of all owners of lands on which noxious weeds are found growing, to destroy the
same before they reach a seed bearing stage and to prevent such weeds from becoming a detriment to public
health.
If any such owner, agent or occupant of such land shall refuse to destroy such noxious weeds or cause them
to be destroyed, it shall be the duty of the Noxious Weed Commissioner to enter upon such land and destroy such
noxious weeds.
Nothing in this notice shall apply to weeds in fields devoted to growing any small grain crop such as wheat,
oats, barley or rye.
All weeds not cut by May 1, 2013 will be cut by the City and the owner of the property will be charged with
the cost. Subsequent violations will result in additional cuttings and will be done as often as necessary whine
vegetation reaches eight (8) inches in height and/or seed bearing stage.
Any expense incurred in such destruction shall be paid by the owner or owners of such land, and the city
shall have a lien against such land for such expense. Any owner who shall refuse to destroy such noxious weeds
shall also be subject to a fine of not more than $100.00 per cutting in the discretion of the court.
All refuse and debris on the given owners property will be removed by the City at the owners' expense.

Witnesses sought in death
Inkster Police continue to search for
clues in the death of a Westland man found
dead on Central Street, east of Middlebelt
Road, last Friday.
According to Inkster Detective Anthony
Delgreco, the 64-year-old Westland man
died from blunt force trauma to the head
and all the cash he was carrying was miss-
ing. The man was identified as William
Clark, 64, of Westland. His fiancée told
police that he left his home near Merriman
andDorsey about 3:30 a.m. Friday to go for a
walk.
His body was discovered later Friday,
about amile fromhis home.
Police are seeking information in the
case. Delgreco asked that anyone who may
know anything about the incident to call

Cool competition
The Wayne figure Skating Club hosted 220 skaters from Michigan and Ohio at the
annual District ISI competition at the Wayne Community Center in January. The Wayne
Jazz synchronized team once again took first place remaining undefeated the past two
