A regular meeting of the Board of Trustees of the Charter Township of Canton was held Tuesday, January 22, 2013 at 1150 Canton Center
S., Canton, Michigan. Supervisor LaJoy called the meeting to order at 7:00 p.m. and led the Pledge of Allegiance to the Flag.
Roll Call

Adoption of Agenda
Motion by Bennett, supported by
Anthony to approve the agenda as amended, deleting from the General Calendar G-3. Consider the First Amendment to Regency of
Canton Planned Development Agreement and Revised Site Plan for Ciena Skilled Nursing Facility Parking Expansion (MSD). Motion
carried unanimously.
Approval of Minutes
Motion by Bennett, supported by McLaughlin to approve the Board Minutes of January 8,
2013. Motion carried unanimously.
Payment of Bills
Motion by McLaughlin, supported by Williams to approve payment of the bills
as presented. Motion carried unanimously.

Motion by Bennett, supported by Sneideman to appoint Julia Perkins to the Zoning Board of Appeals, term to
expire January 30, 2016. Motion carried unanimously.
Item 2. CONSIDER PURCHASE OF RECYCLE BINS. (MSD)
Motion by
Bennett, supported by Sneideman to waive the informal bid process and award the bid for the purchase of 1,500 recycle bins to Rehrig
Pacific Company, 1738 West 20th Street, Erie, PA for a not-to-exceed amount of $10,495. Motion carried unanimously.

ported by McLaughlin to authorize the payment to Municipal Software Corporation of annual software maintenance fees, for a total cost
not-to-exceed of $44,147.79. Funds are available in the 2013 Budget in the accounts specified in the RBA. Motion carried unanimous-
ly.
Item 8. CONSIDER AUTHORIZING THE TOWNSHIP SUPERVISOR TO SIGN A LICENSE AGREEMENT WITH
INTERNATIONAL TRANSMISSION COMPANY (ITC) FOR INSTALLATION AND MAINTENANCE OF A MULTI-USE
PATHWAY IN THE ITC POWER CORRIDOR. (MSD)
Motion by Bennett, supported by Yack to authorize the Township Supervisor
to sign the license agreement with the International Transmission Company (ITC) for the installation and maintenance of a multi-use
pathway in their power corridor. Motion carried unanimously.
Item. 9. CONSIDER APPROVAL OF A CHANGE ORDER TO
STANTE EXCAVATING INC. FOR THE CONSTRUCTION OF THE ITC MULTI-USE PATHWAY. (MSD)
Motion by Bennett,
supported by Williams to approve a change order to Stante Excavating Incorporated for an amount of $1,196,034.07, plus a 15% con-
tingency of $180,000 for a total budget of $1,376,034.07 for the construction of the ITC Multi-use Pathway. Motion carried unani-
mously.
Item 10. CONSIDER APPROVAL OF A CHANGE ORDER TO WADE TRIM ASSOCIATES FOR CONSTRUCTION
MANAGEMENT SERVICES FOR THE ITC MULTI-USE PATHWAY PROJECT. (MSD)

McLaughlin to authorize a change order for construction management services of the ITC multi-use pathway to Wade Trim Associates
for an amount of $124,000. Motion carried unanimously.
Item 11. CONSIDER APPROVAL OF A RESOLUTION TO WAYNE
COUNTY ACCEPTING MAINTENANCE AND JURISDICTION OF THE ITC MULTI-USE PATHWAY. (MSD)

INGAND CONSULTATION SERVICE FOR ROAD REPAIRS AT THE LEXINGTON SQUARE SUBDIVISION SAD (#2012-
1) TO NORTHWEST CONSULTANTS, INC. (MSD)
Motion by Bennett, supported by McLaughlin to award a contract to Northwest
Consultants, Inc. for construction engineering and consultation services for road repairs at the Lexington Square Subdivision SAD
(#2012-1) in the amount of $29,360. Motion carried unanimously. Motion by Bennett, supported by McLaughlin to authorize the
Township Clerk to sign a Professional Services Agreement for the construction engineering and consultation services for road repairs at
the Lexington Square Subdivision SAD (#2012-1) with Northwest Consultants, Inc. Motion carried unanimously. Motion by Bennett,
supported by McLaughlin to direct Engineering Services to create a Purchase Order to Northwest Consultants, Inc. in the amount of
$29,360 to be taken from account number 852-905.801_0050. And further to approve a budget amendment to the Special Assessment

supported by Williams to award the extension of the current contract for unleaded gas and diesel fuel for Parks and Golf Maintenance
to Oakland Fuels, Inc., 3943 Airport Rd., Waterford, MI 48329, in the amount of $107,500 with funds to be taken from the Parks Budget
Account #101-270-50.860/ Transportation for $70,000, and the Pheasant Run Golf Club Budget Account #584-756-75.860/
Transportation for $37,500. Motion carried unanimously.
Item 15. APPROVAL OF 2013 FY SPECIALIZED SERVICES OPER-
ATING ASSISTANCE PROGRAM. (CLS)
Motion by Bennett, supported by McLaughlin to approve the 2013 FY Specialized
Services Operating Assistance Program contract with SMART in the amount of $31,942 and to authorize the Township Supervisor to
sign the contract. Motion carried unanimously.
Item 16. CONSIDER PAYMENT TO ARTHUR J. GALLAGHER RISK MAN-
AGEMENT SERVICES FOR WORKER’S COMPENSATION EXCESS COVERAGE INSURANCE POLICY. (SUPERVI-
SOR)
Motion by Bennett, supported by Williams to authorize payment of $37,658.00 to Arthur J. Gallagher Risk Management Services
for Worker’s Compensation Excess Reinsurance Policy premiums for calendar year 2013. Motion carried unanimously.

2013 BUDGET ADJUSTMENTS. (FBD)
Motion by Bennett, supported by Williams to approve the budget adjustments to the 2013
budget. Motion carried unanimously.

McLaughlin to approve the Blanket Purchase Orders. Motion carried unanimously.

The Board Study Meeting for January
29, 2013 has been cancelled. The next Board meeting will be Tuesday, February 12, 2013 at 7:00 p.m. in the Administration Building,
First Floor, Board Room, 1150 Canton Center S., Canton, Michigan.

ON A PROPOSED SPECIAL LAND USE
SUBWAY
Pursuant to Michigan Public Act 110 of 2006, as amended (The Michigan Zoning Enabling Act), notice is hereby
given that the City of Romulus will hold a public hearing at
7:00 p.m. on Wednesday, February 20, 2013
for
the purpose of considering a Special Land Use proposal. The public hearing will be held at the Romulus City
Hall Council Chambers, 11111 Wayne Road, Romulus MI 48174-1485.
The Planning Commission has set the public hearing to consider a request for a proposed Subway Restaurant

Westland man wins ‘hunt of a lifetime’ contest
Wayne Community Living Services stars in TV program
A Westland man received a
surprising and welcome phone
call recently when he was one of
threewinners in the state “hunt of
a lifetime” contest.
Jason Webb of Westland, Jim
Bosscher of McBain, and Dave
Gittins of Kawkawlin all received
phone calls from Department of
Natural Resources Wildlife
Division Chief Russ Mason, let-
ting them know they had been
chosen as the three lucky winners
of the 2013 Pure Michigan Hunt
package.

be officially awarded their hunt-
ing prize package at the Thursday,
Feb. 7, Natural Resources
Commission meeting in East
Lansing.
“I am like a 5-year-old on

Belleville resident Rima Charara never
dreamed shewouldbe aTV star.
But that is exactly the role she played last
week when she was featured in the
Community Living Services program
Support AtHomewhichaired last Saturday.
Charara is living happily on her own with
the help of in-home caregivers, after living in
a state-run facility for people with disabili-
ties formany years.
“Our family was very uncomfortable with
moving my sister of out a state institution,”
said Saada Charara, whose family will be
featured in an upcoming special called
Support at Home. “We thought she would
never be able to live in the community
again.”
Community Living Services, based in
Wayne, featured Charara and her family in a
program, Support At Home, last Saturday on
CBS channel 62.
Community Living Services, Inc., is a non-
profit organization providing support and
services to seniors, veterans and people with
developmental, physical and intellectual dis-
abilities.
The 30-minute special answered ques-
tions on caring for loved ones at home and
presented examples of local residents living
lives of freedom and independence using
creativeways of caring for their loved ones in
their homes and communities. The program
detailed where resources and services can
be found and how this kind of care can be
less expensive for families.
According to theU-SCensus, 13 percent of
the population is more than 65 years old,
couple that with 78 million baby boomers
turning 65 last year which is a rate of one
every 10 seconds or 3million a year.
“Right now, there is a growing demand on
the system that will be unsustainable nation-
ally and often people are caught unprepared
for the alternatives to institutional or nursing
home care,” said Community Living Services
President and CEO James Dehem. Support
at Home showed there are less expensive,
win-win options and sources for help in plan-
ning home care either nowor in the future.”
The video featured exclusive interviews
with prominent leaders, Michigan Gov. Rick
Snyder, State Sen. Debbie Stabenow,
Oakland County Executive L. Brooks
Patterson and Michigan Department of
CommunityHealthDirector JimHaveman.
“My sister is now living in her own home
and has a small business,” said Charara. “My
family never thought this was possible but
every day we see her growing into a respon-
sible and happy young woman. I would
encourage anyone who has a family member
with a disability to seek out alternatives to
institutional living. There are different ways
to care for your loved ones at home with the
appropriate staffing and support.”

services provided by Wayne based Community Living Services.
Distinguished Alumni sought
The John Glenn High School graduation
ceremony now includes an honorary presen-
tation to a former graduate who has gone on
to achieve excellence. The Faculty Council
at John Glenn High School is seeking nomi-
nations for the recipient of theDistinguished
Alumnus Award for 2013.
This is an annual presentation and has
become one of the highlights of the gradua-
tion ceremony each year. School officials
said that successful graduates, such as these
distinguished alumni, could have a positive
motivational effect on the graduating seniors
as well as the school community and the fac-
ulty.
