CITY OF ROMULUS
ORDINANCE NO. 13-412
AN ORDINANCE ADOPTING AND ENACTING A NEW CODE FOR THE CITY OF
ROMULUS; PROVIDING FOR THE REPEAL OF CERTAIN ORDINANCES NOT
INCLUDED THEREIN; PROVIDING A PENALTY FOR THE VIOLATION THEREOF;
PROVIDING FOR THE MANNER OF AMENDING SUCH CODE; AND PROVIDING
WHEN SUCH CODE AND THIS ORDINANCE SHALL BECOME EFFECTIVE.
THE CITY OF ROMULUS, WAYNE COUNTY, MICHIGAN, HEREBY ORDAINS:
Section 1. The Code entitled “Code of Ordinances, City of Romulus, Michigan,” published by
Municipal Code Corporation, consisting of chapters 1 through 64, each inclusive, is adopted.
Section 2. All ordinances of a general and permanent nature enacted on or before August 5, 2013,
and not included in the Code or recognized and continued in force by reference therein, are
repealed; provided, however, that nothing in this Ordinance hereby adopted shall be construed to
affect any suit or proceeding pending in any court or administrative body, or any rights acquired, or
liability incurred, or any cause or causes of action acquired or existing, under any Act or Ordinance
hereby repealed by this Ordinance; nor shall any just or legal right or remedy of any character be
lost, impaired, or affected by this Ordinance.
Section 3. The repeal provided for in section 2 hereof shall not be construed to revive any prior ordi-
nance or part thereof that has been previously repealed by an ordinance that is repealed by this ordi-
nance.
Section 4. Unless another penalty is expressly provided, every person convicted of a violation of any
provision of the Code or any ordinance, rule or regulation adopted or issued in pursuance thereof
shall be punished by a fine of not more than five hundred dollars ($500.00) and costs of prosecution
or by imprisonment for not more than ninety (90) days, or by both such fine and imprisonment in the
discretion of the court; provided, however, that the punishment shall be imprisonment for not more
than 93 days or a fine of not more than $500.00, or both, if the violation substantially corresponds to
a violation of state law that is a misdemeanor for which the maximum period of imprisonment is 93
days. Each act of violation and each day upon which any such violation shall continue or occur shall
constitute a separate offense. The penalty provided by this section, unless another penalty is express-
ly provided, shall apply to the amendment of any Code section, whether or not such penalty is reen-
acted in the amendatory ordinance. In addition to the penalty prescribed above, the city may pursue
any and all other remedies available to it at law or equity, including, without limitation, damages, cost
recovery, abatement of nuisances, injunctive relief and revocation of licenses or permits.
Section 5. Additions or amendments to the Code when passed in such form as to indicate the inten-
tion to make the same a part of the Code shall be deemed to be incorporated in the Code, so that ref-
erence to the Code includes the additions and amendments.
Section 6. Ordinances adopted after August 5, 2013, that amend or refer to ordinances that have been
codified in the Code shall be construed as if they amend or refer to like provisions of the Code.
Section 7. This Ordinance shall be given a first reading on December 2, 2013, shall be enacted on
December 9, 2013 and shall be published on or before January 2, 2014 and shall be effective
January 2, 2014.

Within forty-five (45) days after the publication of any ordinance duly passed by the Council, a
petition may be presented to the Council protesting against such ordinance continuing in effect.
Said petition shall contain the text of such ordinance and shall be signed by not less than six (6%)
of the registered electors registered at the last preceding election at which a Mayor of the City was
elected. Said ordinance shall thereupon and thereby by suspended from operation and the Council
shall immediately reconsider such ordinance.

Neil Diamond tribute performance
will benefit 3 civic organizations
Traffic accident disrupts power
When Westland Community
Foundation founder and board
member Glenn Shaw was search-
ing for a fundraiser for the group
this year, he had one main criteria:
Hewanted it to be the best.
Added to that was his desire to
bring people from Westland into
The Village Theater in Canton, a
facility he and his wife, Pattie, sup-
port through the Canton
Partnership for the Arts and
Humanities. He contacted Jill
Engel, the executive director of the
Canton arts group and the pair
began to research available acts
that might have the appeal to draw
a crowd large enough to fill The
Village Theater and provide an
evening of entertainment that the
audiencewouldn't soon forget.
They think they found just the
guy in Brian La Blanc, who will
bring his Simply Diamond, show to
Canton for two shows Jan. 18. La
Blanc has been called “the best
Neil Diamond tribute act out
there,” by none other than leg-
endary bandleader and musician
Paul Shaffer, who performs nightly
on The David Letterman Show. It
was Shaffer who prompted La
Blanc to continue his Simply
Diamond show.
“His voice sounds like the real
deal,” Shaffer said. “I've seen four
of the biggest Neil Diamond trib-
ute acts and this guy blows themall
away.”
Radio host Joey Reynolds,
another music legend, who worked
with Neil Diamond and intro-
duced many of Diamond's hits on
the radio, said, “I can't tell the dif-
ference between Brian and
Neil…if I closed my eyes, I'd swear
that Neil is here with me in the
room.”
Tickets for the 2 p.m. show are
priced at $25 per person for gener-
al admission seats and can be pur-
chased through The Village
Theater website, www.cantonvil-
lagetheater.org or by calling (734)
394-5460. All proceeds from both
shows will benefit The Westland
Community Foundation, the
Canton Partnership for the Arts
and Humanities and the Westland
Chamber of Commerce.
The second show will begin
with a 90-minute reception from
6:30-8 p.m. and will include a
strolling dinner from la Bistecca
Italian Grille, The Sardine Room,
Antonio's Cucina Italiana,
Courthouse Grill andHayden's Bar
& Grill. The evening show recep-
tion will include an open bar and
valet parking and tickets are
priced at $75 per person.

It was an unhappy Christmas Eve for two
Canton Township residents involved in a
traffic accident Dec. 24.
According to police reports, Canton offi-
cers were called to the scene of a traffic
crash on Cherry Hill Road, east of Canton
CenterRoad at about 11:30 p.m. Dec. 24.
Responding officers discovered that a 20-
year-old female resident of Canton was driv-
ing a 2013 Ford Focus when she apparently
struck the rear of a Ford Flex being driven
by a 32-year-old male resident of the town-
ship. After striking the Flex, the female driv-
er lost control of her vehicle and struck a
utility pole disrupting electric service for
homes in the area for several hours, police
reports noted.
Both the driver and her 48-year-old pas-
senger, also a Canton resident, were trans-
ported to St. Joseph Hospital in Ann Arbor
with non-life threatening injuries, police
said.
